A ration card transfer online depends on how far you are moving: inside the same state you request an address or shop change on the state food portal, while across states you can keep using your card through One Nation One Ration Card, or surrender it and apply afresh in the new state. There is no single national form that moves a card from one state to another.
Many people transfer when they do not need to. If you have moved for work and plan to return, portability lets you collect grain at any fair price shop in India with your fingerprint or face. This page explains when to use portability, when to change your shop, and when a full transfer makes sense. Our home page lists other services.

One Nation One Ration Card: the transfer you may not need
One Nation One Ration Card now covers all states and union territories. A family member with an AAY or PHH card can walk into any fair price shop in the country, give the card number or Aadhaar, and draw grain after biometric checks. Other members back home can draw their portion at the usual shop that month.
- Find shops near you with the Mera Ration app.
- Tell the dealer at the new shop early, so stock planning includes migrant buyers like you.
- Make sure all members have finished eKYC, or the shop machine may refuse.
State scheme cards outside NFSA work only in their own state, so check your category on our card types page.
Ration card shop change online within your state
Inside one state, many states already let you take ration from any shop in the state. A formal shop change is still useful when you move house permanently, because the stock for your family is planned at the home shop. Typical menu names are Change of FPS, Shop Change Request or Change of Address. You may need a rent agreement, electricity bill or other address proof. Approval comes from the supply office of the new area.
How a few states handle moves
| State | What to do | Our page |
|---|---|---|
| Tamil Nadu | Change of address request on the smart card portal after mobile OTP login | Tamil Nadu correction |
| Haryana | Update the address in Family ID; the card follows that record | Haryana Family ID |
| West Bengal | Form 14 moves one person into a new family card; address changes go through the correction service | West Bengal correction |
| Bihar | Many migrant families draw grain elsewhere through portability; check the card is active first | Bihar status check |
Ration card transfer online to a new state
A card belongs to the state that issued it. When the whole family settles elsewhere, surrender the old card so that your names are freed, then apply in the new state through its own portal. Some states ask for the surrender or cancellation certificate, sometimes called a ration card transfer certificate, and others check Aadhaar directly. Until the new card is ready, keep drawing grain through portability. Our apply online guide explains new applications, and our name removal page covers surrender.
Ration card family transfer online and splitting a card
When a son and his wife set up their own home, they often want a separate card. That is a split, not a transfer. One part is removed from the parents' card and a new card is made at the new address. West Bengal calls this shifting an individual to a new family; other states use a new card form with a deletion from the old one. Track both requests separately.
Ration card transfer status check and common problems
| Problem | Cause | Fix |
|---|---|---|
| Shop in another state refuses | Card is not NFSA, or eKYC pending | Check card type; finish eKYC at the home shop or through face eKYC |
| Stock not available at new shop | Shop stock planned only for local cards | Inform the dealer a few days ahead and raise a grievance in the Mera Ration app if it repeats |
| New state application rejected | Old card still active | Complete surrender first |
| Transfer stuck in pending | Field verification not done | Visit the supply office with the acknowledgement number |

Questions people ask
Is there a one nation one ration card state list?
All states and union territories now take part in national portability. What matters is that your card is an NFSA card, AAY or PHH, and that your Aadhaar is seeded.
How to transfer ration card online from one state to another?
There is no direct transfer. Surrender in the old state and apply in the new one, or keep the old card and use portability if the move is not permanent.
Can I do a ration card shop change online?
Many state portals have a change of shop or change of address service. Where they do not, apply at the supply office of your new area.
Can I download a ration card transfer certificate?
Some states let you print the surrender or cancellation certificate from the status page after approval. Otherwise request a certified copy at the office that approved it.
Will my family lose ration while the transfer is pending?
Not if the old card is still active. Members can keep drawing grain through portability until the new card starts.
