The Department of Food, Civil Supplies and Consumer Affairs moved its citizen services to Smart PDS 2.0. The home page of the department, fcs.uk.gov.in, has the rules, forms and office contacts, while the card search sits on uk.smartpds.nic.in.
The menu path above is the usual pattern, but the new site is still being changed. If you do not see these words, scan the top bar and the side menu for words like RC, Ration Card or Beneficiary. The rcmspds address used earlier for reports gave a server error when we checked, so treat any link to it as old.

Kinds of ration cards in Uttarakhand
Families under the National Food Security Act hold either an Antyodaya Anna Yojana card, for the poorest households, or a Priority Household card. The state also runs its own State Food Scheme for families outside NFSA, and those families hold a separate state card. The card category decides the quantity at the shop, so read the category on your printout.

The Smart PDS result is a details page, not a fancy certificate. Saving it as a PDF through the print menu of your phone works fine for most shop and office uses. Some screens show both Hindi and English headings, so a person searching for a Hindi copy will usually find the names already in Devanagari next to the English fields.
A PVC card is not issued by the department as a separate product as far as we could find. If an agent sells you an official plastic card, ask for the name of the issuing office. You can laminate a clear print of your own copy at any shop.
Apply for a new Uttarakhand ration card
The department page on issuing a new ration card still describes the office route. In towns, the form goes to the District Supply Office. In villages, it goes through the Block Development Office, where the Gram Panchayat Officer receives it. You get an acknowledgement slip, a Supply Inspector checks the documents and may visit the house, and the card is linked to the nearest fair price shop after approval.
Documents usually asked for are address proof such as an electricity or water bill, rent receipt for tenants, plus a surrender certificate when the family shifts from another town. News reports mention an online application on Smart PDS, so look for an Apply or New Ration Card option there, but the office route remains open. Update or correct an Uttarakhand card
The department lists separate services for Modification in Ration Card, Renewal or Duplicate, and Transfer or Surrender. Changes such as adding a newborn, removing a member who has died, or shifting to a new shop are filed with the same supply office that handles your area. Ask for the acknowledgement and keep it, because the status check needs that number. If the change is about a mobile number, carry the family head's Aadhaar with you.
