A BPL ration card Karnataka family holds is officially called a PHH, or Priority Household, card under the National Food Security Act; the state still prints and speaks of it as BPL. It entitles every member to subsidised grain through the fair price shop, and it is the card most state welfare schemes ask for when they want proof that a household is poor.
On this page you will learn how to see whether your card really is BPL, how it compares with the Antyodaya (AAY) and APL (NPHH) cards, how a family gets one, and why some BPL cards are being shifted to APL after record checks. For downloading the card itself, our Karnataka ration card hub has the steps.

PHH, AAY and APL: three Karnataka cards side by side
| Card | Common name | Who it is for | Under NFSA? |
|---|---|---|---|
| PHH | BPL card | Poor households that pass the state's eligibility rules | Yes |
| AAY | Antyodaya card | The poorest families, often with no steady earner | Yes |
| NPHH | APL card | Households above the BPL rules | No |
Both PHH and AAY cards also receive the state's Anna Bhagya benefit on top of NFSA grain. Exact monthly quantities are posted on Ahara under Rates and Show allotment; they change by scheme orders. For a wider picture of card categories across India, read our guide to ration card types.
How to know if your Karnataka card is BPL
Enter your RC number and the OTP. The result shows the card type near the top as PHH, AAY or NPHH. Many families hold an old laminated card printed years ago, but the category in the online record is what counts. If it now reads NPHH while your paper says BPL, the card has been converted; the steps below explain what to do.
Getting a BPL ration card Karnataka families can use
The PHH request is part of the general new card process on the NRC page. That window is paused at times, although a few special groups listed on that page can still file. Our Karnataka apply online guide walks through the form and documents. Keep an income certificate ready; the form asks for family income, and the inspector compares it with what they see at home.
Why BPL cards are being moved to APL
The department compares Aadhaar linked records such as vehicle registration, land holdings, GST and income tax filings with the BPL list. Families that fall outside the rules are usually converted to APL rather than cancelled outright. If your card was converted by mistake, for example because a vehicle registered on an old Aadhaar belongs to a relative, go to the taluk food office with proof. A written reason from the office helps if you appeal.
Keeping your BPL card active
- Collect grain every month or two. A card with no grain drawn for months risks being suspended.
- Finish eKYC for every member. Unverified names may be removed. See our Karnataka eKYC guide.
- Report deaths and marriages. Removing a member on time keeps the record clean during audits.
- Keep the bank account seeded. The DBT part of the state benefit needs an Aadhaar linked account.
BPL card holders and other schemes
Many state and central schemes, from housing to health cover, ask for the BPL card as proof. A printout from Show Ration Card that clearly says PHH is accepted in most offices. If an office insists on the word BPL, show both the printout and your old card. When you need to fix a member's name so it matches other records, use our Karnataka correction page.
Questions people ask
Is PHH the same as BPL in Karnataka?
Yes. PHH is the NFSA term, and Karnataka still calls these cards BPL in everyday use. Both names mean the same card.
Has my BPL card been cancelled or suspended?
Open e-Services on Ahara and view Show Cancelled / Suspended list for your area, or open Show Ration Card with your RC number to see the current type.
Can an APL card be changed to BPL?
Only if the family meets the BPL rules and the department accepts a conversion request. Ask at the taluk food office, as this is decided after verification.
Who decides whether I get PHH or AAY?
The taluk food office decides after the inspector's report. AAY is limited to the poorest households, so most new poor families receive PHH.
What is an NPHH ration card in Karnataka?
NPHH means non priority household, which is the APL card. It is not under NFSA, so the benefits differ from a BPL card.
Where can I see BPL card rules for Karnataka?
On Ahara e-Services, look under Procedure for Eligibility Criteria, which holds the current rules.
