If a member is missing from the ration card entirely, seeding cannot fix it. An e-Mitra operator must first put the member into the family's Jan Aadhaar; the ration card addition comes after that. When Jan Aadhaar and the ration card disagree on a name or date of birth, correct Jan Aadhaar first; the ration card record follows from it.
